   1. prepare and retain executed construction contract and bid specification with the following

1. Evidence that bids contain language relating to labor provisions, bonding and equal employment opportunity.
   
2. Labor Standard Provisions as well as the CDBG General Conditions and Supplemental Conditions
   
3. Contractor certifications
   
4. Correct state and federal wage rates

2. Prepare Publication for Bids in general circulation newspaper
3. Document the public meeting held to open bids as well as the bid tabulation.
4. Procure inspectors and retain evidence of asbestos inspections in demolition projects.
